Different versions of Drupal do have new APIs, new functionality, some things made obsolete. Design and code improvement are always considered more important than backward compatibility in Drupal.Drupal is never rewritten from scratch with every version. The changes are usually located to a couple of areas of work, which it is possible to follow.
